ABSTRACT

This introduction presents an overview of the key concepts discussed in the subsequent chapters of this book. The book explores the diffusion of Geographic information systems (GIS) in local government with particular reference to the experience of nine European countries. GIS are a multimillion dollar industry which is growing very rapidly at the present time. Estimates of its size vary according to the measures used. Heather Campbell's contribution focuses on the other limitation of most diffusion research when seen from the standpoint of GIS: its emphasis on individuals rather than organizations. The book presents the findings of nine national case studies of the diffusion of GIS in local government within Europe. A common reference point for the first five case studies was the survey of the diffusion of GIS in British local government carried out at Sheffield during the first half of 1991.
