ABSTRACT

In 1997 the Hong Kong (HK) Government passed legislation binding on HK organisations requiring them to adopt a pro-active approach to risk management. The HK Police, (HKP) in common with other Government departments, was included within the scope of the legislation. The Force HKP determined to ensure that they were an exemplary organisation with respect to complying with the requirements of the legislation. The Hong Kong Police undertook at large-scale audit in 2001–2002 identifying gaps in its management of occupational health and safety and producing a plan to fill those gaps in. One of the Police Forces that was visited was the Metropolitan Police, who at the time had a Commissioner and an ex-Commissioner being prosecuted by the HSE. Phase one of the project kicked off with a high level presentation to the Commissioner and the main management board. The HKP have demonstrated that it is possible to design, develop and implement a sophisticated OSH risk management system from nothing.
