ABSTRACT

It is high time for the scholars and statesmen, who live in nations that have some right to call themselves free, to come to grips with the brute fact of the widespread adoption of calculated terrorism as a preferred instrument of policy by a finite, known number of modern states. Terrorism is intended by those who finance it, arm it and ideologically inspire it, to weaken and ultimately dissolve the fabric of civilized behavior in open, pluralistic societies. It could be the Achilles' heel of the open societies unless the people begin to grapple with what it does to the reader strategically as well as emotionally. Despite the Soviet public posture of propriety, the circumstantial evidence that emerges shows the existence of a carefully developed terrorist infrastructure which serves Moscow's foreign policy objectives. More specialized training in terrorism is provided at locations in Baku, Odessa, Simferopol, and Tashkent.
