ABSTRACT

The people live in a rapidly changing world full of opportunities and full of dangers. The real danger is proliferation of nuclear weapons. This is something the people must stop, and furthermore, they should stop the next step: the possibility that a government, having made in secret a nuclear explosive, should then hand this nuclear explosive to selected agents, to selected terrorists. It has been suggested that tests of nuclear explosives should be forbidden. There is another proposal to stop proliferation; in the author opinion it is not hopeful. It has been suggested that the burned-up fuel elements from nuclear reactors which contain plutonium, a nuclear explosive, should not be reprocessed, thereby making plutonium less available. In the case of nuclear explosives, it may be particularly difficult to prevent the action of terrorists; it may also be particularly important.
