Incidentally, the only uses of nuclear weapons in anger that have occurred were, in certain sense, terrorist. Historians still discuss whether it made all that much difference, but at least the people went through problem of what to do when they have only got two bombs and its terribly urgent to get a war stopped. It is important to try to get heads of state, even in places like Pakistan, to understand that the most likely targets for their own nuclear weapons are within their own countries. One of the few things in which the U.S.S.R. has cooperated with the United States, and even badly wanted its cooperation, is suppressing the proliferation of nuclear weapons and nuclear weapon capability. It will become difficult to insure that the people and the Russians will have a joint interest in using the KGB if the CIA does not have the capability at that time to destroy the weapon as well.
