ABSTRACT

There was a time when certain governments preferred to leave terrorist organizations alone as long as they did not operate on their territory. That means that in certain countries, there were people who were organizing, conspiring, and preparing acts of terrorism, and because their targets were not in those countries but in another country, they were given a certain freedom. Much has been said about the threat to democratic societies by measures taken to combat terrorism, that such measures might disrupt the way of life and endanger the democratic system itself. Now, if today a terrorist knows that he can kill, and that he will be released, this is of course an open invitation. If there are no political consequences, if no steps are taken against the countries from which terrorists come and from which they obtain their weapons, and where they seek refuge after committing acts of murder, then it will be very difficult to combat terrorism.
