ABSTRACT

The winning hand in the struggle against terrorism should not be — at least in Italy — judicial repression. The struggle against terrorism will succeed, in the end, to the extent to which all of the citizens of the State understand the necessity for it and take part in it. At times, one hears voiced in Italy a mental attitude of neutrality: “Neither with the Red Brigades nor with the State.” This attitude is a cowardly one. Reaching an agreement will be easier when it involves regional associations sharing certain ideological, political, and cultural affinities. However, the operating framework of this convention deserves some attention. Among the instruments it favors for the suppression of terrorist crimes, it gives first place to extradition.
