ABSTRACT

The democratic societies in general have been rather successful in their fight against terrorism and we should not forget it. The strategy against terrorism should be conducted on two levels: First, the national level, and second, the international one. First, we must strengthen national police forces. The fight against terrorism should be basically a task of police forces and not of military forces, although it may include preventive action by intelligence services. Secondly, with regard to air transport, we need standardization of procedures in airports. Finally, on the national level a number of deterrent measures should be taken. The most important thing is that after terrorists have been captured, say at airports, we must, as democratic countries, stick effectively to our legal procedures.
