ABSTRACT

The Italian Communist Party today even gives information about terrorist activities to the Italian police, but it is they who will harvest the seeds of terrorism if we are not able to uproot terrorism now. This chapter explores what is to be done to pre-empting terror. First of all, improve intelligence, which means strengthen the effectiveness of the intelligence services. A few speakers were afraid of this, raising the spectre of the overwhelming power of the intelligence services. The Italian intelligence service, and to some extent also the police force, experienced the effects of a 25-year long campaign engineered by the Communist Party and by the New Left. The Socialist politicians, the liberals, and the majority of the Christian Democrats stood apart and did not defend the intelligence service. There has not been one week in which there has not been published, in at least one leading magazine or newspaper or television program, an attack against the police, against the Office for the Protection of the Constitution and against the Attorney General.
