ABSTRACT

This chapter considers the Jonathan Institute’s first Conference on International Terrorism to be the single most important step taken against international terrorism since World War II. In bringing a great body of experts together in open deliberations this Conference has fulfilled the first task of modern intelligence — to identify and characterize the threat. The global context wherein international terror thrives is but one facet of the most expansive strategic imperialism in history which emanates from the Kremlin. Although the excessive military preparations of the Soviet Union are disquieting to say the least, terrorism is the preferred Soviet route for global domination. Under the growing world perception of Soviet military invincibility and power, terrorism has opened the way to intimidation and revolution through indiscriminate violence against all classes of society. In 60 years the Soviets have gone to great extremes to conceal their role while presumably condemning terrorism.
