An attempt to restrict our liberties might recruit more sympathizers of terrorism and would be exploited by certain political groups. Censorship of the press might increase panicky rumors and the circulation of underground leaflets. The introduction of the death penalty may make terrorists more desperate and ruthless. The psychology of compromise which is quite useful in solving internal problems of democratic societies has proved fatal in dealing with terrorism and totalitarianism. The problems of democratic societies trying to fight terrorism and the problems of the free world confronted with the threat of totalitarianism are similar.
