ABSTRACT

The Jerusalem Conference on International Terrorism defines terrorism as “the deliberate, systematic murder, maiming and menacing of the innocent to inspire fear in order to gain political ends.” There was profound concern at the accumulating volume of evidence that terrorists now have access to ample funds, modern weapons, regular training programs, ever-available sanctuaries and other support services provided by sovereign states belonging to the Soviet and Arab blocs. Whatever the ideological or nationalist aspirations of individual terrorist groups, they have a common interest, which they share with the Soviet Union, in destroying the fabric of democratic, lawful societies all over the world.
