ABSTRACT

This chapter presents the efforts of a small town in the handling and disposing of municipal solid waste (MSW) in an environmentally safe and efficient manner. Harpswell currently operates a MSW incinerator in conjunction with recycling and landfill programs. The recycling program currently removes a number of items from the waste stream in order to reduce and improve air emissions, and reuse certain materials for future production. The solid waste program diverts items that are neither recyclable nor combustible from the waste stream. These items include; brown goods (electronics), construction and demolition debris, furniture, and yard waste. Harpswell operates a small (Kelley Model 1280) MSW incinerator rated at 1500 lbs/h. For the air emission license renewal, the town of Harpswell proposes to incinerate approximately 12 tons/day of waste. A Best Practical Treatment analysis was submitted for the Harpswell’s MSW incinerator.
