ABSTRACT
Decision analysis is a tool that can aid in the setting of groundwater protection policies. The decision framework integrates the technical and economic aspects of decision-making, and leaves room for consideration of social, legal, and political influences. A given preventive strategy is justified only if its cost is less than the risk reduction it provides.
