ABSTRACT

By 2045, Sweden has the goal of zero net emissions of greenhouse gases (GHG). The Swedish Transport Administration (STA), aims to reduce the life cycle climate impact of constructing, operating, and maintaining transport infrastructure by 30 % in 2025 and by 50 % in 2030 compared to 2015. To enable this, the STA has implemented LCA-based climate requirements in public procurements of road and rail infrastructure. In this paper, the results from three different evaluations of the STA climate requirements have been summarized. The development and implementation of LCA-based climate requirements would not have been possible without both methodological maturity and organisational learning. Recent work evaluating the climate requirements has resulted in an increased understanding of the procurement related mechanisms that favour effective climate mitigation measures.
