ABSTRACT

Education is the right of every Indonesian citizen, including those in the border regions. Autonomy and community emphasis is a priority in implementation of education everywhere, which is why Kota Kinabalu, Sabah, established a community learning center (CLC) as a forum for helping all community members. This descriptive qualitative research method seeks to provide an overview of the management of the CLC program in Kota Kinabalu. The organization is a high-performing resource of choice for the government of Indonesia through the Ministry of Education and Culture. The results showed that management was sufficient, though more support is needed to boost infrastructure.
