ABSTRACT

Preserving the identity of cities can be attributed to the number of priority tasks of our time, given the speed and scale of globalization. The characteristics of the human environment and their sustainability are the basis for maintaining local cultural identity. The dynamic nature of cities recognized by experts in the field of heritage protection and the fundamental admissibility of including new objects in the historical urban fabric require special attention to the establishment of legislative restrictions on monuments, urban planning and other activities carried out on the territory of historical settlements. Taking into account the status of Saint Petersburg as a World Heritage Site, the conducted research summarized the principles proposed by methodological documents and international experts for determining the value of both individual objects and a holistic historical, architectural and urban planning environment. The author examined the quarters of historical buildings located in different zones from the point of view of the integrity of the environment, identified the categories of historical buildings in relation to different urban territories, proposed criteria for determining the value of ordinary historical buildings.
