ABSTRACT

Kronstadt is a unique city in terms of architecture as well as natural and climatic characteristics. However, due to historical peculiarities, a significant part of its territory is not used, and the city is degrading. It is possible to change the situation by creating a poly-centric model in the city, i.e. complex changes contributing to the development of surrounding territories, as well as rethinking of the value of coastal and abandoned territories. The main potential for development is coastline territories as the intersection of economic, social, business, cultural, and tourist flows. The social and business sphere, based on the features of functional saturation and the uniqueness of modern architectural solutions, can attract investments and give an impetus to the economic growth of the city, providing a comprehensive approach to its exit from the stagnation state.
