Historically, measures for the prevention of mental disorders have been delineated on three levels, primary, secondary, and tertiary (Caplan 1961, 1964; Bellak 1964; Rae Grant and Rae Grant 1970; Bolman and Westman 1967; Bolman 1968, 1969; Beigel and Levenson 1972).
