ABSTRACT

The foreign workers influx is happening in Timor-Leste, which makes the job market more competitive for university graduates. Hence, the government and universities in Timor-Leste are obliged to improve human resources’ quality so that graduated students are able to compete in the global and national markets. This research aims at discovering the effect of government’s role on the private higher education quality and its impact on graduates’ quality in private higher education in Timor-Leste. The data were collected using a questionnaire consisting of 98 statements involving 786 lecturers from eight private higher education as the population, and 265 lectures as the samples. The findings show that (1) the government’s role significantly influences the higher education quality; (2) the higher education quality significantly influences the graduates’ quality; and (3) the government’s role and the higher education quality simultaneously influence the graduates’ quality in private higher education in a significant way.
