ABSTRACT

In order to redress the problem of global poverty, Thomas Pogge proposes five measures to reshape the global order, namely, to reduce the expected rewards of coups d’état, to eradicate the international borrowing privilege, to eradicate the global resources privilege, to establish the global resources dividend mechanism, and to establish the global health impact fund system. The effective implementation of these proposed measures heavily relies on the strong support from the developed states. However, these measures, if effectively implemented, would cause great loss to the developed states, which renders it implausible for the developed states to support the implementation of these proposed measures.
