ABSTRACT

To ensure the stable employment of hundreds of millions of out-going migrant workers during the COVID-19 outbreak, this paper analyzes the various impacts of the outbreak on the industries and small and micro enterprises engaged in the migrant workers, and captures the employment security problems of this group in labor relations, social security, social assistance and the implementation of the government’s “stable employment” policy. We put forward countermeasures and suggestions, such as focusing on the construction of the rights and responsibilities of migrant workers, reforming the social security system, relying on community governance for effective employment protection, and vigorously cultivating and developing grass-roots trade union organizations.
