ABSTRACT

The particularity of the agricultural migrants determines that they can participate in various types of health insurance schemes. Based on the data from 2017 wave of China Migrants Dynamic Survey implemented by the National Health Commission, this paper empirically analyzes of the poverty reduction effect of different types of health insurance schemes on the multidimensional poverty of agricultural migrants. The results show that Urban Employees Basic Medical Insurance (UEBMI) has the strongest poverty reduction effect, followed by Urban Residents Basic Medical Insurance (URBMI) and Basic Medical Insurance for Urban and Rural Residents (BMIURR), and the New Rural Cooperative Medical System (NCMS) has the weakest poverty reduction effect. The four types of health insurance schemes can effectively reduce income poverty, education poverty, and social exclusion, but only UEBMI can significantly reduce health poverty. Based on the analysis above, this paper puts forward relevant suggestions on the reform of health insurance system.
