ABSTRACT

The COVID-19 outbreak has brought a great test to the people of Wuhan and even the whole China. The importance of administrative emergency response is highlighted at this moment. Administrative emergency response requires the government to take appropriate emergency measures in case of emergency to ensure public order and the safety of public life. Through the response to the COVID-19 epidemic, it can be seen that China still has deficiencies in the administrative emergency response system. There are a series of problems, such as blocked information exchange and insufficient emergency response. Based on the analysis of the administrative emergency response measures in this epidemic, combined with the actual situation, and based on the legislative purpose of the Emergency Response Act, this paper proposes corresponding solutions for different problems, in order to achieve the goal of solving the practical problems.
