ABSTRACT

It is worth emphasizing that, after the Second World War, the process of democratization is either taking place or has occurred in most states. At the same time, the concept of modern countries is pure and simple, but they are more bureaucratic than other older governmental organizations (Waters & Tony 2015). Therefore, on the basis of understanding the proposition that “state bureaucracy is necessary and dangerous,” this essay discusses states bureaucracy and the consolidation of democratization. Taking Japan as an examp le, it can be seen that bureaucracy is deeply rooted in Japan’s constitutional system. There is a common concept of bureaucracy in Japan that bureaucrats have too much prestige and influence in policy making. However, it is necessary to consider and discuss whether there is a hidden danger behind the bureaucracy or whether it plays an indispensable role in a country.
