ABSTRACT

Federal government agencies have recently initiated several Power Purchase Agreements (PPA) projects, and the federal solar projects will increasingly utilize PPA solutions. In the PPA diagram, the authors highlight the government entities and the utility that may be providing financial incentives for the solar project. Solar energy projects and power purchase agreements are perceived to be complex undertakings-and certainly they require experienced solar contractors to install, and experienced financiers to develop PPAs. The customers understand these financial building blocks, and how they enable the PPA to be financed, it enables the host customer and the PPA sponsor to work together creatively to anticipate hurdles, negotiate solutions and expedite projects. Over 10 years of developing solar projects from Hawaii to New Jersey, we have seen customers with a range of financial requirements. For those customers with available land, a ground mounted solar project has the potential to be more cost-effective than a roof mounted project.
