ABSTRACT

This chapter defines the recovery process as the restoration of social, economic and environmental assets of flood-affected communities in developing countries and small island states. Issues of social vulnerability, resilience and environmental justice are highlighted in the conceptual framework of recovery disparities. The importance of strengthening social capital is addressed and exemplified by a case study. It illustrates how a vulnerable community in a small developing island state perceives flood risk and how it develops coping strategies and plans to build resilience for early and sustainable recovery. Key challenges are highlighted, and recommendations are suggested for enhancing sustainable speedy recovery.
