ABSTRACT

The practical implementation of the performance-based building philosophy still depends on the resolution of inconsistencies of different natures, despite being a concept that has been under discussion for several decades. It highlights the difficulties in objectively measuring expectations on the “demand” side and establishing a strong link with the “supply” side. This chapter aims to address these inconsistencies, approaches based on quality, performance, and risk are explored and reconciled. Considering the technical point of view of engineering in the context of the building construction sector. The result of this contribution is the basis for a performance evaluation system for building structures that are compatible with: (i) Structural Eurocodes; (ii) the international standard ISO 15928; as well as (iii) the standards developed by the ISO TC98/SC2 technical committee.
