ABSTRACT

This chapter draws upon recent experience in Third World energy planning. It argues that successful diffusion of photovoltaic systems depends upon a clear identification of the specific niche of PV systems based upon enduse analysis. Over the past decade, several attempts have been made to provide a “Bird’s Eye View” on energy possibilities in the Third World. The chapter attempts to outline a conceptual framework within which the role of photovoltaics can be discussed. Biomass dominates national energy balances. In Africa, south of the Sahara, biomass accounts for between 95% and 50% of total energy use. In modern society, fuel-technology combinations are specific to enduse. Third World telecommunications, the responsibility of government institutions, frequently utilise PV systems.
