ABSTRACT

The probability that the electric utility industry will encounter contaminated soil cleanup in the next few years is greater than one. The electric utility industry is recognizing that the economic well-being of its service areas, as well as the cost of electricity, is of critical concern to its own health. The Leaking Underground Storage Tank (LUST) Committee was created in March of 1985, and one of the first things to accomplish was defining a goal. In order to deal successfully with any environmental issue, one should be an “expert,” someone who knows more than his/her audience. In order to have any chance of influencing a regulatory decision, such as a satisfactory cleanup, people must have control of the process. The agency has enough problems with companies and situations where there is no chance of cooperation. No amount of data, even when it is correct and peer reviewed, will guarantee a satisfactory negotiation with an agency.
