ABSTRACT

Although the precise contribution of fatigue to crashes is difficult to estimate, there is a consensus that it represents a key crash contributor, even more so in the case of commercial vehicle drivers who are faced with multiple fatigue risk factors. There are two main strategies for a governing body to address this issue: The prescriptive and the non-prescriptive approach. As the federal regulator, Transport Canada uses a combination of both with the Commercial Vehicle Drivers Hours of Service Regulation and the North American Fatigue Management Program, a voluntary education-based comprehensive fatigue management approach that is designed to complete the prescriptive regulations. This chapter introduces the notion of driver fatigue in the motor carrier industry and describes current federal government efforts to address it.
