ABSTRACT

This article constructs a two-dimensional analytical framework of the intelligent equipment industry policy from policy instruments and industrial innovation chain. To compare the policy instruments taken in different countries, the article collects policy texts related to intelligent equipment industry during 2010 to 2018 from typical countries such as China, Germany, the United States, and Japan. The content analysis method is taken for coding the policy texts with the Nvivo software. The research findings show that, compared with other countries, China uses the most environmental policy instruments and the least supply policy instruments; furthermore, the types of policy instruments are diverse but scattered. Talent policy instruments are not drawn enough attention, the industrialization stage is obtained more emphasis than the basic or applied research stage, more subsidy or outsourcing policy instruments are taken in the industrialization stage, while the trade control policy instruments are rarely taken. According to the above findings, the article puts forward several policy suggestions for developing intelligent equipment industry in China.
