ABSTRACT
By summarizing the common problems of speed limit signs setting on national highway in China, a speed management method based on road risks assessment and its implementation steps were proposed. While the focal point of the speed limit plan is that it was composed of unified speed limit on road sections and special points/sections speed limit, finally examples were given to illustrate how to design speed limit signs based on this scheme.
