Implementing the characteristics of fuzzy classification standards for slope safety status in existing highway slope maintenance guidelines to scientifically formulate slope maintenance countermeasures and improve the maintenance quality of highway slope, as per the characteristics of highway slope during the operation period, considering the comprehensiveness, scientificity, and operability of the index system, we established a multi-level evaluation model of slope safety, which contains 13 evaluation factors and four kinds of sub-evaluation objects, using improved multi-level analysis method to determine the weight parameters of each level evaluation index. The improved multi-level analysis method can greatly reduce the subjectivity of the traditional analytic hierarchy method, and establish the safety classification standard and corresponding maintenance countermeasures of highway slope during the operation period. The model method was used to evaluate and grade the safety of slope of three section units on S356 in Guangdong province, and accordingly, the maintenance plan of the slope of each section was made. The slope on the S356 highway has been stable up to now after undertaking maintenance measures based on the analysis and decision of this model. This method can be applied to the decision of highway slope maintenance during the operation period.
