ABSTRACT

In the process of evaluating the suitability of emergency shelters, researchers seldom explore future uncertainties and environment complexity through scenario planning. This paper explores the method of combining scenario planning and multi-criteria analysis that can be used to evaluate the site suitability of earthquake emergency shelters. The study determines 14 scenarios and 27 evaluation criteria of earthquake emergency shelters through relevant literature analysis and field investigation. The study adopts the developed method to evaluate the site suitability of three earthquake emergency shelters in Chenggong District, Kunming. It is found that the scoring results of site suitability of earthquake emergency shelters under different scenarios are significantly different, which indicates that the method can be well applied to the evaluation of earthquake emergency shelters.
