Soil and water conservation ratio, as a new term, its connotation and evaluation methods are still under exploration, which needs further research based on practical work. Taking the red soil region of southern China as an example, this paper discusses the determination rules and procedures for soil and water conservation ratios. Through research and exploration, the connotation of soil and water conservation ratio is deeply analyzed. The present situation and long-term target of soil and water conservation ratio are relatively simple, and the spatial position of the soil and water loss plot is clear. The calculation of the soil and water conservation ratio by stages is relatively complicated, and there are many uncertain factors, so it is difficult to determine the spatial position of soil and water loss plots. As influencing factors change, the ratio of soil and water conservation will also change dynamically. On the basis of the “Guidelines for determining soil and water conservation ratio” and combining with reality, the evaluation rules of soil and water conservation ratio in the red soil region of southern China are summarized. The evaluation procedure of soil and water conservation ratio in the red soil region of southern China is put forward. As for the phased target assessment of soil and water conservation ratio, provincial and county-level calculation ideas are basically the same, but there are more factors to be considered at the county-level. In terms of procedures, the input level assessment at the county-level should be added under the overall control of the provincial level.
