In recent years, the urbanization process in China has developed rapidly. With the increasing complexity of urban scale, structure, and function, the sources of urban safety risks are increasing rapidly. The interaction between natural disasters and accident disasters leads to the catastrophe result becoming larger and more complicated. Carrying out a multi-disaster urban safety risk assessment can help managers to grasp the uncertain problems in urban development and provide better guidance for urban planning and construction. Based on the point-line-plane risk framework, the urban risk index model is established. Firstly, the LEC method is used to assess the risk point of the city. Combined with the co-occurrence theory, the risk index of the initial risk point was modified. Secondly, the comprehensive risk index of the industry is calculated to make a linear assessment of the city. Finally, combined with urban vulnerability and exposure factors, a multi-disaster coupling urban risk index model based on point-line-plane triple dimensions was established.
