ABSTRACT

The emergency plan for reservoir dam failure is one of the most important and effective non-engineering measures for reducing reservoir dam risks. The existing emergency plan for dam failure is primarily textual, which has some deficiencies and is inconvenient for emergency information management. In order to meet the needs of knowledge sharing, reuse, and interaction in the field of dam break emergency plan, a method for constructing the dam break emergency plan ontology model is proposed based on in-depth research on the existing ontology modeling methods and ontology construction criteria, which greatly improves emergency response and search efficiency of the plan.
