ABSTRACT

This chapter explores how educational change should take place and the important role teaching staff should play in the change's implementation. In the educational change process in China, a top-town approach is normally taken, meaning decisions and instructions come from the government, and administrators are the first group to receive training. This explains why Teaching administrators have a higher level of familiarity with the global change trends, international standards, and new policies. Implementation of innovations and reforms will both improve the institutional profile and demand an institutional approach to support the implementation. The social-cultural context plays an important role in defining the process and effect of educational reform. The teaching staff's deep understanding of the innovations and reforms are of importance in building beliefs and commitment to the change process. Staff development remains an essential aspect in all educational developments. It plays an important role in the change process in pedagogy, didactics and management.
