ABSTRACT
This chapter focuses on investigating Vietnamese construction safety for 5 years from 2013 to 2017 to fully understand current construction in Vietnam. It develops construction safety legal framework by providing a comprehensive viewpoint of construction safety legislation hierarchy linked with state governance hierarchy of Vietnam. The Ministry of Construction (MOC) is a key ministry accountable for state management on all construction aspects including building materials, housing and office buildings, architecture, urban and rural construction planning, etc. Especially, construction activities management agency is under the MOC, which plays a key role in advising and assisting the Minister in state governance. The Ministry of Science and Technology (MOST) is a government ministry in order to performs functions of State management on science and technology. For construction safety, MOST is responsible for managing research and application of science and technology on labour safety and hygiene.
