ABSTRACT

Under the dual supervision mode of the government and the third-party pollution control company, introducing the probability of illegal discharge of enterprises and third-party pollution control company, a dynamic game model is structured between the government, pollution control company and enterprises to study the optimal strategy selection of various actors under the centralized pollution control mode, and the research results are further analyzed with a case. The results are showed below. If the government sets up a supervision mechanism, it cannot achieve the best social benefits, but can only achieve the suboptimal. The government should guide the pollution control pricing on the premise of balancing the interests of all parties. The government should strengthen the supervision and punishment of the third-party pollution control company to regulate their pollution discharge behavior, to achieve Pareto improvement of social benefits.
