ABSTRACT

The Spanish National Organization of the Blind has, for more than seventy years, been devoted to the tasks for which it was set up: helping the blind and partially sighted people, by means of shared responsibility, to overcome their limitations in everyday life while gradually eradicating social, economic and environmental factors which may cause disadvantages, obstacles or discrimination in their freedom of choice, in reaching their goals, in wellbeing and in personal development. In the current setting as regards ICT and the information society, the development of persons with visual impairment in terms of training, employment and social aspects is determined largely by the skills they possess in modern technologies. The impact of ICT on our society and its development alters the way in which we citizens conduct our relations and affairs, access services and information and, in general terms, communicate. services.
