ABSTRACT
The design and cost optimization of the common highway is important in the project construction, which is of great significance to save social costs and reduce energy consumption. The main factors influencing the cost difference are quantities, material prices, the quota system, and rate standards. This paper takes quantities as the penetration point, establishes the regression model of quantities and terrain index, compiles the quota design process, uses cases for verification and analysis, and discusses the effective control measures of quota design and cost optimization to provide a reference for other similar common highways.
