ABSTRACT
This chapter introduces low-carbon transition concept by providing a theory for transition to carbon-neutral society. This chapter analyzes the international political support to climate change mitigation and low-carbon transition including major conventions and international agreements and their targets. The barriers of low-carbon transition and policies to promote low-carbon transition with emphasis on agriculture were analyzed and systematized. The EU Green Deal policy areas are analyzed by emphasizing the targets set for agriculture. Cooperation for the transition to a carbon-neutral society among various actors and sectors and other initiatives relevant to agriculture are scrutinized by highlighting their importance for low-carbon transformations. The main research methods applied are analysis and synthesis of the scientific literature, statistical data analysis, and application of multi-criteria techniques.
