ABSTRACT

The sub-replacement fertility and aging population problems imposed impact on all walks of life. Under the influence of the pandemic in 2019, the first year of the metaverse began in 2021 and human life was going to be digitized completely. At the 11th National Science Technology Conference held by the Executive Yuan in December 2020, the human-oriented core value was proposed and the policy of tolerance was to be implemented. Taiwan became an aged society in 2018 with an aging population rate of 14.5% (343.4 million people) and was going to be a super-aged society in 2025. As a result, the Ministry of Health and Welfare presented the ten-year long-term care 2.0 project in Taiwan (2017–2026) to construct a community-based holistic community care service system, which was divided into three levels of A, B, and C. The LTC stations for level C were established everywhere to provide convenient care service. An initial exploration of applying empathic design to the C-level long-term care (LTC) station in Juren Community, Beidou Township was made through a literature review and case study. The case profile was analyzed by SWOT. The concept of designers as users in empathic design was obtained from the literature and developed to establish the user value chart. This empathic design system needs to create values to become a business model and the operation of this system will be maintained through these values.
