ABSTRACT

Limited space is a kind of closed or not completely closed space, relatively isolated from the outside world. It has restricted personnel access and we cannot work for a long time inside, because it has poor natural ventilation, and it is easy to cause toxic and harmful, flammable and explosive substances accumulation or the oxygen content inside is insufficient, or there are drowning, collapse buried, electric shock, mechanical injury and other dangerous and harmful factors of the space. Among them, septic tank as a relatively simple sewage treatment facility has not been paid enough attention to, and there are generally prominent safety risks and environmental hazards, such as poisoning, asphyxiation and drowning risk, explosion risk, overflow or leakage pollution, all knock on the environment. After investigation, some septic tanks in Shenzhen have problems such as unreasonable preliminary planning and construction, difficulties in cleaning and maintenance, ineffective implementation of corporate main responsibilities, poor operation and management, blind rescue and expansion of accident casualties, low degree of informatization and intelligent application, insufficient supervision by government departments, no threshold for market access, and a serious shortage of harmless disposal capacity of feces. It is very difficult to control the safety risk of the septic tank. Based on the analysis of accidents in limited space (septic tank) in Guangdong Province and Shenzhen since 2015, this paper sorted out and analyzed the existing problems in the management system and mechanism of limited space (septic tank), and put forward targeted suggestions for improvement.
