ABSTRACT

As the length of Korea’s national highway system is increasing, the cost of both maintenance and extending the pavement service life are becoming concerning issues. The Ministry of Land, Infrastructure and Transport (MOLIT) being responsible for the highway system is interested in completing road maintenance’s projects more cost-effectively. One potential method to assist in this, is to use a performance-based contractor prequalification process. For the first time, the MOLIT has adopted a Performance Based Contract (PBC) instead of more traditional contract methods for a pavement overlay construction, many countries are currently utilizing the PBC method to save on construction cost and extend road service life. This paper provides an overview of the scope and the experiences of trial case study of the PBC system for an asphalt overlay construction project in Korea. This paper presents the results from relevant literature, created performance bonds, and evaluated pavement surface conditions. Limited this study, the PBC shows a possibility of application for asphalt overlay construction and a variety of benefits. It may be expected as the pavement industry develops this pavement construction technology method will be more common in the future.
