ABSTRACT

The purpose of this study is to identify an effective model for development of extracurricular activity-based civic intelligence in primary schools. The design of this study is based on research and development with the research subjects, namely the primary schools of Semarang Municipality in Java, Indonesia. The research technique is the Delphi technique. The findings of the study were as follows: first, the civic intelligence of primary school students was low; second, all primary schools implemented adequate extracurricular activities; third, a model for development of extracurricular activity-based civic intelligence in primary schools can be implemented by democratic methods such as search efforts and joint activities, modeling, simulation, lived experience, and value clarification.
