ABSTRACT

A cornerstone of Acceleration programme is an innovative way of financing: the Energy Performance Fee (EPF). In addition to changes in the procurement method also ways of cooperation and financing fundamentally changed to promote a large-scale application of the technological concepts. These process changes represent a break with previous energy efficiency programmes, which were also oriented on the existing housing stock. The EPF creates a new and additional financial flow to housing associations because money that was previously paid to energy companies becomes available for them. A transition in the traditional way of working of building companies and housing associations is necessary to make the EPF a success. The most positive effect is that the EPF allows parties to invest in renovations with challenging energy ambitions, such as zero-on-the-meter renovations. These investment opportunities lead to an innovative form of product development in the construction sector and profound changes in cooperation between professionals, and between professionals and residents as a result.
