ABSTRACT

In this study, we aim to analyze the tourism management of the Bunaken National Marine Park (BNMP), the indicators that may support and impede the tourism development of the BNMP, and the concept of better tourism management of the BNMP. Using the descriptive qualitative approach, the results show that the current mechanism of tourism management has caused responsibility shifting and a sense of injustice in the distribution of income. Factors that support the implementation of tourism development are natural and cultural uniqueness, the regulations of tourism management of the BNMP, and public interest. Factors that inhibit tourism development are natural limitation, limited facilities and infrastructures, low quality of human resources, and the lack of coordination among sectors and regions. Major propositions for better tourism management are implementation of privatization concept in co-management and holistic improvement of a coordination and communication system, budget, as well as community acceptance, and tourism programs.
